THIS COLLAR IS PUSHED DOWN ONTO THE STEERING RACK AND TIGHTENED DURING ASSEMBLY. ON SOME OF THE AFFECTED VEHICLES, THE COLLAR MAY NOT HAVE BEEN PUSHED DOWN FULLY ONTO THE RACK AT THE ASSEMBLY PLANT.
